The Royal Seaforth Dock's US$11.6 million fresh produce terminal is set to be completed in October, the Liverpool Echo reports.
The firm behind the development, Go-Associates, is initially targeting the Spanish fresh produce season.
The company is offering a cost effective all-water alternative to the 300 trucks that drive into Britain every day with fruit from Spain.
Each truck is capable of carrying just 26 pallets.
By comparison, the Liverpool Produce Terminal will be capable of discharging a 5,000 pallet ship in 24 hours.
